From thestar.com.my: PENANG: The Penang Municipal Council (MPPP) has projected a balanced budget for 2009 after at least six years of running on a deficit budget.

Council president Datuk Zainal Rahim Seman said the target was achievable as the projection for this year’s budget only saw a deficit of RM16mil, almost half the RM31mil deficit budget for 2007.
